The Paris talks and the Albanian delegation's signature

In the second round, in Paris on 15–19 March 1999, the Kosovo Albanian delegation signed the Rambouillet draft on 18 March; the FRY/Serbian delegation submitted its own version without the implementation chapters. On 19 March the co-chairmen suspended the talks.

HRW writes that the Albanian delegation signed “under great pressure from the West” [1]. Holbrooke's final talks in Belgrade failed on 23 March [2].
