William Walker

William Walker is a US diplomat who headed the OSCE Kosovo Verification Mission (KVM) from October 1998 until the mission's withdrawal in March 1999. On 16 January 1999 he visited Reçak together with verifiers and journalists and publicly attributed the killings to Serbian security forces. The Yugoslav government responded by demanding that he leave the country. His statement became a turning point in the international stance on the conflict.

The OSCE Verification Mission was created after the October 1998 agreement and was tasked with verifying compliance with the ceasefire and with Security Council demands. The documentation of its human-rights division became the basis of the OSCE report As Seen, As Told [1].

Walker's response after Reçak remains one of the most debated moments of 1999 diplomacy: for some scholars it showed moral courage, while critics of the intervention argued that he presented conclusions before a full investigation [2] [3]. See the analysis Reçak: what we know and how we know it.
