The OSCE Kosovo Verification Mission

By Decision No. 263 of 25 October 1998, the OSCE Permanent Council authorised deployment of the Kosovo Verification Mission (KVM), with up to 2,000 unarmed verifiers. William Walker was appointed head of mission; the Prishtina headquarters opened on 11 November 1998.

The ICTY found the mission never reached its intended strength: at withdrawal it had about 1,300 international staff [1]. Its Human Rights Division became operational during December 1998 and January 1999 [2] [3].
