Wesley K. Clark

Wesley K. Clark is a retired US Army general. As NATO Supreme Allied Commander Europe (1997–2000) he directed the air campaign against Yugoslavia (Operation Allied Force, March–June 1999). In November 2025 he testified before the Specialist Chambers as a defence witness for Hashim Thaçi.

Clark, born in 1944 in Chicago, graduated from West Point and served 34 years in the US Army. He took part in the Dayton talks in 1995 and from 1997 to 2000 was NATO Supreme Allied Commander Europe, in which capacity he commanded the 1999 air campaign [1].

On 17–18 November 2025 he testified as a defence witness for Thaçi. According to court reporting, he described the KLA as regional and localised groups of fighters without real command and control, said Thaçi "clearly wasn't in charge" of fighters on the ground and that NATO did not coordinate with the KLA; on the second day he said he had no evidence that the KLA was behind violence against Serbs after June 1999 [1] [2].

In cross-examination the Prosecution showed him a 1997 KLA communiqué on "synchronised" attacks on police stations and questioned his knowledge of KLA activity, noting that KLA reports were an intelligence source for US forces. The weight of his testimony in the judgment is a matter for the Panel's assessment, not for this archive [2] [3].
