Frank Ledwidge

Frank Ledwidge is a British lawyer and war-studies scholar, a former military intelligence officer and former OSCE human-rights officer who in 1998–1999 investigated missing-persons cases in the Rahovec area. In July 2023 he testified as a prosecution witness in Thaçi et al.

Ledwidge read law at Oxford, practised as a barrister and served as a reserve officer in British military intelligence in Bosnia, Kosovo and Iraq. For seven years he was an OSCE human-rights officer in the Balkans; he later took a PhD at King's College London and lectures in war studies at the University of Portsmouth. He is the author of "Losing Small Wars" and "Aerial Warfare" [1].

On 18–19 July 2023 he testified for the Prosecution. According to court reporting, he had investigated some 45 missing persons, mostly Serbs, allegedly abducted by the KLA around Rahovec in mid-July 1998, and had also found the remains of about 150 Albanian civilians killed by Serbian forces. He said the KLA, despite internal disagreements, showed "a level of organisation and coordination" in seizing civilians, and that former detainees had mentioned the presence of co-defendant Jakup Krasniqi [2].
