Rrustem Mustafa («Remi»)

Rrustem Mustafa, known as "Remi", was commander of the KLA's Llap Operational Zone in 1998–1999. In 2013 he was convicted by Kosovo courts of mistreating detainees at a KLA detention site (the "Llapi group" case). In July 2023 he testified as a prosecution witness in Thaçi et al.

Mustafa commanded the KLA's Llap Operational Zone. The criminal proceedings against him in Kosovo, which ended in a conviction in 2013, are documented separately under the "Llapi group" case. According to media reporting, in 2019 he was engaged as a political adviser to Hashim Thaçi [1].

From 11 July 2023 he testified for the Prosecution for at least six days. According to court reporting, he said the KLA worked "bottom-up" without a complete chain of command, that General Staff orders were treated by zone commanders as suggestions and that communiqués "contained a dose of propaganda" to appear more organised. He said detainees were held for breaking KLA rules regardless of ethnicity, denied systematic abuse under his command but could not exclude assaults during transport [1].

He claimed that most General Staff members were outside Kosovo from November 1998 to March 1999; the Prosecution challenged this with evidence that some were in Kosovo. The assessment of these claims is for the Panel [2].
