James P. Rubin

James P. Rubin was US Assistant Secretary of State for Public Affairs and State Department spokesman (1997–2000) under Madeleine Albright, and took part in the Rambouillet talks. In September 2025 he was the first defence witness for Hashim Thaçi before the Specialist Chambers.

Rubin, born in 1960, was one of the US officials directly involved in diplomacy on Kosovo, including the Rambouillet conference and the post-war talks on the KLA's demilitarisation. He later served as diplomatic counsellor to the OECD Secretary-General and, from 2022 to 2025, as a State Department special envoy [1].

On 15 September 2025 he testified as the first defence witness for Thaçi. According to court reporting, he said Thaçi had no decision-making authority over KLA fighters, that real power lay with the zone commanders and that Thaçi played a political role "like a foreign minister"; he added that during his government service up to 2000 he had seen no credible evidence of crimes by KLA leaders [1].
