A civilian emergency organization created by UNMIK Regulation 1999/8 in September 1999, after the demilitarization of the KLA. Many former KLA members joined it. Its mandate covered disaster response, search and rescue and reconstruction, not military defence. It was dissolved in 2009, when the Kosovo Security Force was created.
