The Dayton Agreement and Kosovo's absence

The Dayton Agreement, initialled in November 1995, ended the war in Bosnia and Herzegovina but did not address Kosovo — a major disappointment for the peaceful-resistance strategy.

Many scholars see Dayton as a turning point that undermined confidence in Rugova's approach and strengthened advocates of armed resistance; this is a historical interpretation, not a single fact [1] [2].
